I'm trying to keep it spoiler-free but there are more explanations here about some things. Those explanations will come in due time in the novel but nonetheless, they had already been lightly evoked. Things that hadn't even been evoked yet won't be there. 

For the ministries, I mostly used google! Not that it will matter that much as of now but for those interested in how exactly the government is constituted you can take a peek.

In normal times, when there is a queen, there isn't much that they do in the name of Assembly. However, when the queen left the country to travel or if the queen is dead, they step in and together governed as one until the next queen is crowned. In absence of a queen, they help the crown princess lead the country until she's mature enough to be queen and can take decisions of her owns. Though, their meetings aren't daily, contrary to court. They reunited only when there is a concern or delicate matters that need to be resolved. The assembly is constituted of the four elders, the two generals, the royal advisor and four ministers.

• Of Rites: in charge of state ceremonies, ritual and sacrifices, reception of tributary states, manage imperial examination
• Of Revenue: in charge of state gathering census data, collecting taxes and handling state revenues
• Of Personnel: in charge of appointments, merit rating, promotions, demotions of officials, granting of honorific titles
• Of Education: in charge of education, controls the quality of school and standardization of curriculum
• Of Agriculture and Irrigation
• Of Punishments or Justice: in charge of judicial and penal processes 
• Of Works in charge of government construction projects, hiring artisans and laborers for temporary services, manufacturing government equipment, the maintenance of roads and canals, standardization of weights and measures, and the gathering of resources from the countryside
• Of Control: in charge of peace instauration in the country, checking points' protection, guarding the city gates and everything that necessitate force concerning the country inhabitants. It is also in charge of maintenance of equipment and weapons, military installations as well as the courier system.
• Prime Ministry: It oversees some of the other ministries operations; appointments, promotions, demotions of military officers

The two generals are the military force who protect the country against invasion and their troops are mostly seen in the borders of the country. There are two generals who, in time of peace alternate that duty and in uncertain time are both in the front line of the borders.
